IDO Amendments
The adopted Integrated Development Ordinance (IDO) will go into effect on May 17, 2018.
The IDO will completely update and replace the City’s 1970s Zoning Code, as well as many other standalone ordinances regulating land use and zoning in Albuquerque today. This overhaul of our existing system is intended to:
- provide better protections for residential areas and Major Public Open Space throughout the city.
- raise the bar on development quality through predictable regulations and development processes.
- ensure appropriate small-area regulations to protect the diverse character and history of our unique neighborhoods.
As planned, the project team has gathered comments from the public and staff about errors and omissions discovered on further review of the adopted document. Based on these comments, the project team has submitted an proposed amendments to the IDO for Council consideration.
The Ordinance (O-18-11) to amend the IDO will be introduced at the City Council hearing on March 5 and will be referred to the Council’s Land Use, Planning, and Zoning (LUPZ) Committee. No discussion is expected at the hearing on March 5. Please check the project website or the Council website for details about when these amendments will be scheduled for a LUPZ hearing.
On February 5, Councilor Borrego introduced an ordinance (O-18-6) that would delay the effective date of the IDO for one year to May 17, 2019. This ordinance is anticipated to be on the LUPZ agenda on March 14 at 5 p.m.
IDO Training Sessions
Thanks to almost 650 people who participated in an overview training, study hall, or office hour to learn more about the IDO from December through February.
The project team will offer follow-up training sessions focused on specific IDO content, as noted below. For each topic, the daytime and evening training sessions will be the same presentation.
All meetings will take place in the Basement Hearing Room of the Plaza del Sol Building (600 2nd Street NW). Free 2-hour parking is available.

Study Hall
We encourage those interested in spending more time with the IDO to join us after the Friday daytime training sessions for a “study hall” with staff from 2:30 to 3:30 p.m. to dive deeper and find answers to more detailed zoning regulation questions.
Weekly Office Hours
In addition to the training sessions, City staff will continue to host weekly office hours on Monday afternoons for those who are unable to make it to one of the group meetings or for those with detailed questions about a specific property. Email abctoz@cabq.gov to request an appointment.
